Getting Started :
You will need a City Hall built in your city and have a minimum of 500 population.
Congratulations. Keep increasing your population to upgrade your City Hall again.
City Hall Level 2 requires an additional 3 crew members. (Total of 6)
After you have collected from City Hall 5 times, you will have the option to upgrade to Level 3.
City Hall Level 3 requires a population of 2000 and an additional 4 new crew members. (Total needed is 10)
